Michael Burgher (NC State University)

Michael (Mike) Burgher, Parking Enforcement Manager for NC State University Transportation, is nominated for election to the Board of the Carolinas Parking & Mobility Association.

In his current role, Mike directs daily enforcement operations for more than 21,000 parking spaces, supervises an 11-member team, and manages several vendor contracts, including JAPA and AIMS parking software. He approaches these responsibilities with integrity, professionalism, and a positive attitude while consistently leading by example.

Mike’s career reflects a deep dedication to the parking and mobility industry. He began as a frontline booth attendant and steadily advanced through the ranks to senior management. This experience has given him a unique, 360-degree perspective spanning frontline operations, PARCS technology, facility maintenance, compliance, enforcement, large-scale event management, and administration. He also holds credentials as a Certified Public Manager (CPM) and Parking Enforcement and Compliance Professional (PECP).

What truly sets Mike apart is his genuine commitment to helping others succeed. He invests time in supporting his teammates, offering guidance, and encouraging others to reach their full potential. Rather than seeking recognition for himself, Mike focuses on lifting up his peers and creating an environment where people feel valued, motivated, and empowered to do their best.

Mike is a natural mentor and collaborative leader who readily steps in wherever needed. His leadership extends beyond achieving results—he builds relationships, fosters teamwork, and helps others better understand how to deliver effective parking solutions for their communities. His willingness to mentor and collaborate has earned the trust and respect of those who work alongside him.

Mike’s combination of frontline experience, operational expertise, proven leadership, and passion for advancing the parking profession would make him an invaluable asset to the CPMA Board of Directors. 

 Dennessee Daring (University of South Carolina)

Dennessee Daring, Transportation Manager for Parking & Transportation Services at the University of South Carolina, is nominated for election to the Board of the Carolinas Parking & Mobility Association.

Since joining USC, Dennessee has distinguished herself through her energy, leadership, and commitment to advancing mobility. She combines public transit experience with a forward-looking approach to campus mobility and a strong ability to turn ideas into effective programs. Her perspective, collaborative leadership, and enthusiasm would make her a valuable contributor to the CPMA Board.

Dennessee is passionate about elevating the student experience through transit and multimodal mobility. Before joining USC in early 2025, she gained public-sector transit experience with MARTA in Atlanta and IndyGo in Indianapolis, providing her with a broad perspective on public transit and mobility.

At USC, Dennessee quickly established herself as a strong, people-oriented leader. She has strengthened operations through standard operating procedures, staff development and accountability, and effective program management. She led the department’s effort to achieve IPMI Accreditation with Distinction and has advanced mobility initiatives, including Paratransit OnDemand, carshare, rideshare vouchers, and the integration of a multimodal transit aggregator into the department’s community app.

Dennessee also manages USC’s partnership with The COMET, Columbia’s municipal transit provider, for fixed-route campus service. Across all transit services provided through USC Transportation, the 2025–26 academic year closed with a 67% year-over-year increase in combined ridership, reflecting her contributions to stronger operations, program management, and expanded mobility access.

Dennessee would bring this same energy, perspective, and commitment to CPMA and would be an asset to the Board.

 Jeff Watson (UNC Hospitals)

Michael Jeffrey “Jeff” Watson, Parking & Transportation Manager for UNC Hospitals, is nominated for election to the Board of the Carolinas Parking & Mobility Association.

Jeff has served in his current role since 2012, leading a complex healthcare operation that includes employee and patient parking, valet services, shuttles, parking enforcement, and fleet coordination. He manages two budgets, multiple supervisors and administrative staff, more than 75 contracted employees, and a fleet of over 40 vehicles.

Jeff serves as UNC Hospitals’ primary liaison with UNC Transportation & Parking, UNC Public Safety, Chapel Hill Transit, regional transit partners, and North Carolina Motor Fleet Management. His strengths include strategic planning, vendor management, policy development, compliance, financial stewardship, staff development, customer service, and collaboration.
Throughout his career, Jeff has led improvements to parking, valet, shuttle, and enforcement operations; helped secure substantial vendor-contract savings; expanded transportation options for employees, patients, and visitors; and developed policies, training programs, performance measures, and continuity plans for a demanding 24-hour healthcare environment. He understands how mobility, access, safety, equity, customer experience, and limited infrastructure intersect.

Jeff holds a Bachelor of Science in Business Administration and a Master of Business Administration in Management. He is a Certified Parking Professional and holds UNC Health Lean Six Sigma Yellow, Blue, and Purple Belt certifications. He is also a member of CPMA, the National Parking Association, and the International Parking & Mobility Institute.

Jeff would bring more than 14 years of parking and mobility leadership, a valuable healthcare perspective, sound judgment, and a collaborative approach to problem-solving. He would welcome the opportunity to support CPMA’s mission, strengthen member engagement and professional development, and advance practical, innovative, and customer-centered mobility solutions throughout the Carolinas.

Vanessa Weston (Clemson University)

Vanessa Weston, Senior Associate Director for Operations in Parking and Transportation Services at Clemson University, is nominated for re-election to the Board of the Carolinas Parking & Mobility Association.

Vanessa has more than 35 years of experience in parking and transportation, with a career distinguished by exceptional leadership, operational excellence, and unwavering professionalism. At Clemson University, she oversees transportation and parking operations, including transit services, parking enforcement, facilities maintenance, strategic planning, regulatory compliance, and major event operations. She has been instrumental in improving operations, implementing technology, and developing long-term strategies that support the university’s mission.

Vanessa has also demonstrated an outstanding commitment to CPMA through her service as Treasurer for the past several years. Her sound financial stewardship, integrity, and reliability have strengthened the association and earned the respect of her colleagues.

Within Clemson Parking and Transportation Services, Vanessa is an indispensable leader known for her impeccable work ethic, collaborative approach, and commitment to excellence. She leads by example, mentors others, and consistently delivers results while maintaining the highest standards of customer service and operational effectiveness.
Vanessa’s extensive experience, proven leadership, and dedication to the parking and mobility profession make her an exceptional candidate for the CPMA Board of Directors. She would continue to be a valuable asset to the Board and CPMA’s members.

Conor Buckley (LAZ Parking)

Conor is nominated for election to the Board of the Carolinas Parking & Mobility Association.

An active CPMA member since 2015, Conor has remained engaged with the association throughout his time at Passport and now with LAZ Parking. In his current role, he oversees LAZ’s municipal operations along the East Coast. He also serves on CPMA’s Conference Planning Committee and the International Parking & Mobility Institute’s Technology Committee.

Conor has more than a decade of experience working with municipalities, parking authorities, and other government agencies to implement modern curb-management policies and practices. His work focuses on improving accessibility, reducing congestion, and enhancing the customer experience. He hopes to bring this experience and perspective to the CPMA Board to help the association continue growing and expanding its membership.

Except for his time in graduate school, Conor has lived in North Carolina his entire life and is excited to continue contributing to CPMA. He lives in Charlotte with his wife, two sons, and newborn daughter.
Conor earned his bachelor’s degree from the University of North Carolina Wilmington and his master’s degree from the University of Central Florida.

Ali Clough brings nearly 15 years of parking industry experience and a wealth of knowledge, professionalism, and firsthand expertise that would be a tremendous asset to the CPMA Board of Directors.

Beyond her professional experience, Ali demonstrates a strong commitment to giving back to the parking community. She generously volunteers her time, resources, and expertise to support others and contribute to the industry’s continued growth.

Her leadership, dedication, and passion for the parking profession make her an excellent candidate for the CPMA Board. Ali would bring a thoughtful perspective, collaborative spirit, and genuine commitment to advancing CPMA’s mission.

Her nomination comes with the strong endorsement of a 40-year parking industry veteran who believes Ali would be a valuable addition to CPMA’s leadership team.

James Fedor (T2 Systems)

James Fedor is nominated for election to the Affiliate Member position on the Board of the Carolinas Parking & Mobility Association.

James brings more than two decades of experience spanning airport parking operations, enterprise software, product leadership, and business development. This broad background gives him a unique perspective that bridges the operational needs of parking organizations with the technology solutions designed to help them succeed.

As the leader of PARCS product strategy at T2 Systems, James focuses on solving real-world operational challenges and helping shape the future of parking technology. He understands the day-to-day realities operators face and uses that knowledge to develop modern, practical solutions that improve efficiency, scalability, and the customer experience.

Throughout his career, James has demonstrated strategic vision and an exceptional ability to build meaningful partnerships. He has helped secure major agreements with respected institutions, including Duke University and universities across Texas, by earning trust through professionalism, innovation, and results. He also consistently anticipates the industry’s evolving needs as technology continues to transform parking and mobility operations.

Beyond his professional accomplishments, James is deeply invested in the parking and mobility community. He readily shares his knowledge, builds lasting relationships, and encourages collaboration among operators, consultants, and technology partners. He is an approachable and respected leader who listens carefully, values different perspectives, and empowers those around him to succeed.

James leads with humility, integrity, and accountability. He approaches challenges thoughtfully, embraces innovation, and is committed to leaving every organization stronger than he found it. His strategic insight, industry knowledge, sound judgment, and collaborative leadership would make him a valuable addition to the CPMA Board.

 Ethan Hill (Kimley-Horn and Associates, Inc.)

Ethan Hill has 12 years of experience in structural engineering and parking practice. He is an Associate in Kimley-Horn’s Raleigh, NC office and would bring substantial expertise and enthusiasm to the Board. Ethan earned both his Bachelor of Science and Master of Science in civil engineering from Virginia Polytechnic Institute and State University. Through his work with Kimley-Horn’s parking practice, he has developed a strong understanding of the complex and dynamic nature of parking structures.

His experience includes designing new parking structures, maintaining and rehabilitating existing facilities, evaluating parking functionality, and designing parking technology systems. He has also worked with a broad range of sectors and client types, including municipal, life sciences, education, healthcare, mixed-use, commercial, and government developments. With his strong leadership and excellent communication skills, Ethan is a valued member of the Kimley-Horn team and is highly respected by clients.

Brittany Moore (Get My Parking)

Brittany Moore is nominated for election to the Board of the Carolinas Parking & Mobility Association.

Brittany brings a unique combination of operational, municipal, and commercial experience. Throughout her career, she has managed parking operations, led customer-facing teams, overseen technology initiatives, and successfully sold parking, transportation, software, and security solutions across a wide range of market segments.

Her ability to understand both the operational realities faced by parking owners and the technology solutions designed to address them provides a valuable perspective for organizations evaluating modernization strategies.

A recognized industry leader, Brittany holds the Parking, Transportation and Mobility Professional (PTMP) designation. She has also been recognized as an Emerging Leader of the Year by the International Parking & Mobility Institute and as a 40 Under 40 honoree by the National Parking Association.

Brittany holds a Master of Public Administration from Clemson University and a Bachelor of Arts in Political Science, with a minor in Advertising and Public Relations, from the University of South Carolina. Her broad industry experience, leadership, and understanding of parking technology would make her a valuable contributor to the CPMA Board.

Regular Members are typically professionals employed by public, institutional, or nonprofit organizations involved in parking, transportation, and mobility.
